Montenegro health insurance coverage

The health system of Montenegro is based on a social health insurance system, with more than 95% of the population being covered by social health insurance. Additional funds come from the state budget, as well as substantial out-of-pocket payments, with the latter amounting to 40% of current health expenditure.

Foreign citizens, as well as Montenegrin citizens who live and work abroad, are entitled to receive urgent medical care, even if they don’t have a residence permit.

Citizens of the countries with which Montenegro has concluded an international agreement on health insurance receive urgent medical care in Montenegro on the basis of health insurance certificate issued in their home countries. Foreign citizens exercise their right to urgent medical care based on certain forms (if such have been prescribed), European Health Insurance Card (EHIC), or on the basis of a document proving their insurance coverage in their home country.

This card enables you to utilize the full services of the Montenegrin health system free of charge, even if you’re not insured in another country that has an international agreement with Montenegro.
